I also bumped the version to 0.10.6 in this PR, like with #29, in hopeful expectation of an updated release to PyPI. |

FWIW I applied these changes locally in a git patch and was able to build on windows py311-py313 (numpy 1.26 for py311/py312, numpy 2.2 for py313) 👍

Added #include that allows src/ to compile, and include 3.13 in targetted Python versions
